I think in many cases Ben could be right. Obviously you should use discretion to not hurt your baby, while exposing them to as much as reasonably possible.
No you can not strap a child. Children must go in their own tube. The website specifically states that children can not ride down on a parents lap. =(
No height restrictions. As Kyle indicated, it's at your own risk.
