There is next to the main building and down by the creek there is a grill for use i believe.

There are spots here and there where you could spread a blanket and enjoy a small picnic. The mosquito army may make it rough. 😉
Yes, we have eaten lunch there after hiking a few times. There are picnic tables between the nature center and the cabin, near the parking lot. Pack it in, pack it out. No grills that I've noticed, but not 100% sure on that.
No, I'm pretty sure picnicking is not allowed, especially grilling. That may have changed but I don't think so.
