I think they're talking about the walking Track that's around the park I don't think the gymnasium and such is open 24 hours I could be mistaken though
The recreation center is not open 24/7 but the park itself is.
The inside requires a small fee to use and is open Tuesday through Saturday until 8pm. Columbus parks and rec website has more info.

No, there is a sign outside the wonderful park that states, "it closes after dark." But that is referring to the recreation center. (To my knowledge)
