No. You're paying for an entire "package", mostly the 2-wsy transportation, and them feeding you midway. Anyone can take their own tube, or kayak or whatever and go in the river. You don't need to pay anyone, it's public property. And anyone can float up to the "Hot Dog Man" barge and buy burgers or whatever. Their sign says they "love wet money". But if you do this, how are you going to get back to your car? I think that's the point. If you're organized enough to have 2 cars, and you find parking for each at your beginning and ending spots along the Delaware, you'll definitely save a few bucks. But personally I don't think it's worth the hassle.
