Because the wetlands are a nature preserve there are signs posted "no dogs" (or bikes) because they can disturb the birds and animals. I'm not sure how that squares with the legalities of service animals, though. There's a nonprofit that supports it called Fernhill Wetlands Council and it's operated by Clean Water Services. You could contact either of them and check.
You can bring legitimate service dogs to any national wildlife park or Refuge. Unfortunately people periodically abuse this rule, it hurts people that truly need service dogs.
Unfortunately not ......how ever noble woods an orenco allow dogs on certain trails though
