Is this a good place to bring an 11 and 8 year old? We are looking to do just a nice scenic trail....nothing with too much elevation, crumbling rocks, etc.

This is a great place to take children. There are easy paths to follow. I have seen children as young as 6 walking with their parents. There are places where the trails get tricky (for their age) but you'd know when you get to those parts. There is still a good amount of easy walking at the trails around Smith Rock and the parking lots around the perimeter.
