We just went on 03/15/20. They were open at the time. By Monday most businesses in downtown Portland were closed however; I am not sure if Vodooh Donuts was closed as we didn't go back to that specific area.

I don't know about any restrictions, not from the area. When I was there two weeks ago there was no restrictions
