It's rather simple. There are bus stops all over town. Each one of the routes intersect with one another. So if you live near a purple line bus stop, but you want to go to a red line bus stop, just get on the bus at the purple line stop. Then transfer over to red line at a transfer spot. Transfers are free and are good for an entire hour. Oh by the way. It only costs a $1.50 per ride, but you MUST have the EXACT FARE! Drivers are NOT permitted to give change!

It depends on what service you are asking about. The fixed routes go to dedicated stops on a repeating time schedule but don't require an appointment. The curb side service that comes to your house and takes you to a specific destination requires an appointment. Both services have discount rates depending on what you qualify for,the best way is to call the office Monday through Friday 8-4 and talk to one of the staff to get you started on the right path.
