If you walk or ride a bike into the park it's free otherwise you have to pay at the gate
No, I don't think so. There is nowhere to park outside the gate close to the trail. You could possibly park in Stone Mountain Village, near the other entrance and hike the Nature Trail or catch the Cherokee Trail from there.
