There are plenty of activities for 16 year-olds (there is truly something for everyone at Splash Lagoon) and yes it is open Tuesdays and Wednesdays.
Would have to check website on days it's closed, but for this off season, I believe closed on those days. The big water slides are great for older kids and there's an arcade, and duck pin bowling in the attached restaurant. One larger pool has basket ball nets in the pool. And hot tubs.
