In season from Saturday of Memorial Day weekend through Labor Day, you can ride onlyride bikes on the boardwalk between 2am and 11am . Springfest and Sunfest weekends (Thurs.-Sunday) you can only ride between 2am and noon. The rest of the year there are no restrictions.
You can ride bikes anytime, I saw people on the boardwalk as early as 6am
