Im having this issue as well...
Twice this has happened in the last month. You can't get a refund from retailers once the package is scanned delivered. My packages said they were delivered to my door and I am home daily. It just happened again. I feel like going down the post office but they are so rude and rachet. The service time is long as well. USPS needs to send an investigator down to the office serving zip code 20032. I can't afford to keep losing money and shipping isn't cheap either. 🤬
This happens often to me as well. Basically, They are lazy. Its easier to log them "delivered",minimizes their responsibility. Example: Hello, my package seems to be lost, it say it was delivered but i never got it. Their response: call the company, get a refund, order another.
