Do I need an appointment for license renewal?

Renewing licenses is not a service by appointment.. at all. Good luck. I was just there last week. Their new format of everyone MUST filter thru the info center(unless you have a exam appt or you have a need that can be serviced at the kiosk)... really makes it an even less desirable place to be. I'd go mid week
