Go to mva.maryland.gov and look under real Id to see if he needs any documents first before coming in. Most residents need a birth certificate social security card and 2 proofs of residency.

I believe that to get a duplicate you can now go and request it on the kiosk. You shouldn't need any paper work dye to the fact uts a duplicate. You may have a fee though . Hope this is helpful.
