I believe you may need to go to a UPS Store. They are a privately-run business. The location you are referring to is a UPS hub for deliveries they do have an office to receive packages but I don't believe they are in business to sell boxes.
You do realize that you are asking random people questions on Google? You would be better off calling UPS and asking them if they sell the boxes you are looking for.
