They have height restrictions for the drivers. My son is 8 and a little above average height, but he was required to ride as a passenger. He still enjoyed it though.
I believe you'll have to have him ride with a qualified driver in a two seater

Yes 10to drive but he can ride with adult
Ya he should be ok that u have to have a licence to drive by your self
