It's the German style of work day where employees are always productive even when there are no customers to check out. They'll be stocking shelves or cleaning etc
Probably because the associates have several jobs to do and one of them is to open a register to reduce the flow of traffic at the registers.
Not too sure but the next time you are there you should ask. That's a good question.
