No rule or law says "No". But my personal reaction is only if you don't mind being the focus of an angry mob. It's an expensive, date night type restaurant with a bar at the center. Nothing about it says Family Restaurant.

As long as you don't mind paying the bill for the tables around you. If a baby disturbed my intimate dinner, then I'd expect the parents to pay for my meal. I know I would have done the same, or kept my kid at home!
As a father of 9 in a blended family unwound say use your best judgement. From a health standpoint it is an enclosed below ground type of restaurant, cooking fish, and attended by the public, you may be unaware of potential allergies / illness your newborn may experience. Only you know best. They do not have any policy against your child being with you.
You can take your baby anywhere you like.
