Hi! There is a fountain in the plaza right next to Texas Live! it isn't a splash pad though. I have seen kids play in it before but it's just a fountain where the water shoots from the ground.
Yes they have fountains outside the kids can play in.

Yes there is a water sprinkler... I was just there 3 weeks ago and kids were running and playing through it
Lots of kid were there and it was off due to the weather
I have been there several times but never have I seen a splash area.
