There is no charge to fish at the parks – Bane, Burroughs and Mary Jo Peckham Park in Precinct 3 – but those 17 years and older who want to cast their line have to buy a $5 freshwater fishing stamp and a valid Texas fishing license, which can be purchased at most sporting goods stores.

You can always check on Texas Parka and Wildlife page but if the park isn't run by TPWD and it's not you should always have a license if you are 16 and older.

You need a fishing license to fish any public body of water in Texas. Children are the exception.

The only places in TX you can fish without a license are State Parks. All local parks, rivers, creeks etc..require a license unless under the age of 12.
