Yes! Both of the dog parks (smaller dog and bigger dog) sections have tall fences
Ive never used them but I've seen a lot of folks who have with no complaints from park personnel.
There is no charge to fish at the parks – Bane, Burroughs and Mary Jo Peckham Park in Precinct 3 – but those 17 years and older who want to cast their line have to buy a $5 freshwater fishing stamp and a valid Texas fishing license, which can be purchased at most sporting goods stores.

I've seen people do both, utilize the dog park for dogs to run around unleased and leash them to walk through the park.

Contact the people who are in charge of the parks. They have birthday parties up there so I don't see why you could not have a wedding there.
No, no swimming in the lake, but that's due to safety. There are snakes and gators, plus fishing lines and discarded hooks. My dog jumped in and was immediately tangled in cut fishing lines

There are many parks ran by different governmental entities, if you're unsure I would check the Park's website to find out who pays for it. As far as I am aware the staff might be reduced, but this doesn't mean the park will be closed. As mentioned above Burroughs Park is ran by local municipalities and shouldn't be effected by the shut down. There are many national parks in Texas that are however, like Joshua Tree National Park and Big Bend. Spring Creek Park is also open as it is a state park.

It's a very large Park. I took a photograph of a sign with a picture of the trails. That picture should be on Google Maps. Leave a thumbs-up on the picture if that's what you wanted.
