Is it only for seniors? Can someone live with the senior there if they are their caregiver? ( i.e.) daughter is 23 & the caregiver of her father & live with him there.

While it's an apartment complex for Seniors, you are allowed to have someone younger living there too as long as it's with the Senior who's the primary residence.
