Can I go get my identification card with two forms of residency from my biological parent without them going up there with me if I’m over the age of 18?

I don't think this is the driver license office. They do more of Vehicle registration here. But if you get to the correct location I would believe two forms of residency from your biological parent should work if you can prove you still live with them.
