Yes u can but it has to be at the county tax office. You will need a 130u and gift from if u r in Harris county. It will need to be notorized which u can do any where. This would be done at the harris county tax assessors office and the form you would ask for is a gift affidavit and 130u you will have to have the gift affidavit notarized as well
