For the TDMV, online appointments are required.

You need to go to your Tax Assessor's office first for the plates. Then DPS/DMV to get a license. Might be opposite order. It's been awhile since I've done it.

You might need to do it in person since is a out of state address change. Also you might need to make an appointment online first.
