Absolutely not, even with parental consent we do not tattoo minors (not legal practice in the state of Texas, unless covering existing gang tattoo with a court order which must be presented) Piercings however are a different story but parent/legal guardian must be present with an ID and minors birth certificate.,The minor must bring a school or state issued ID.
