In a major city center Philadelphia, Boston, Baltimore etc you pay to park at hotels. The rate at the Sonesta is about $48 a 24 hr period.

Yes, you have to pay; however I purchased a weekend package that included parking.
Parking in a city centre can cost, for example, $16 an hour, or $70 a day or whatever. If car owmers get that for free, other hotel guests will in practice be paying for it with higher room rates.
It sounds weird but that's how it works in the cities
Every time I've been to a hotel in a major city I've had to pay for parking. This is standard.
