Higher wages, lower staffing. Staff is required to do more than their normal job just for that one paycheck. Walmart likes to brag they pay more, while stretching their actual workhorses very very thin now. Personally I get to the point, if I need help I just straight up ask for a manager (above dept managers). I figure, they have more time to deal with me than their overworked employees. Let them share in having many things to deal with. No need to put regular employees farther behind that will only get in trouble if they fall behind, less so than the actual managers that are the ones holding them to multiple tasks & write ups now.
Because they are heavily understaffed so that management can get better bonuses by running the low level employees into the ground and raising their quarterly profits instead of hiring enough employees to do the job. Just general Wal-Mart information.
