You can have decorations on the graves beginning November 1. I believe they have to be removed by March 15 for cemetery clean-up. The on April 1, you can put decorations back on the graves until October 15. If you leave the decorations on the graves past those dates, that's when the cemetery will remove them.

Yes....but they may not stay there long because of the very strong winds (make sure they are tied down!) and I believe the owners of the cemetery sweep the graves every so often and remove all signs of respect, which I don't appreciate.
