Yes there are some places along the river where access to the water is relatively easy and safe as long as you are fairly agile and watch your footing carefully. A lot of mossy rocks in there. The water itself may be unsafe due to harmful microbial life which may reach dangerous concentrations during drought periods and stagnation of the remaining water. The city should be checking the water and posting warnings when this condition exists. Easiest and safest wading access is right above and below the falls.

You can but I wouldn't, this creek if filled by runoff from several neighborhoods and a couple of golf courses.

Yes, we did but only at the main falls. The rest of the water doesn't move enough.
