The water park and gym are one facility. Kid country, the playground, is next door, and Andy Brown central, the park, is behind the building. The park and playground are public and can be accessed freely. The gym/water park requires membership or a pass to be accessed. Fees are discounted if you are a resident of the city. They should have their rates posted on the city website.

As others have said - the water park and gym are fee or membership based. Current cost us $4 per visit for residents / $6 nonresidents (or $2 if you accompany a member). Also you can buy a pass book that discounts it.
They're all on the same property.
