Is there no longer any shuttle service that goes north from Mesa and back to the airport from say Camp Verde? Is the only way to rent a car?

Personally I could not find any shuttle services from/to Prescott or atleast no main shuttle service or anything in an affordable price range - I typically use Groome, but they do not go to this airport
