Yes, you can. SDS is currently open to the public 7AM to 7PM on weekdays. You can enter at the NE and SW gates. You can access the main concourse and the stands. Field level access is restricted to staff and athletes. If you wish to see the Tillman statue Security on site can escort you.

I'm not sure. I was in town for graduation and don't know how accessable the stadium is when not in use. Probably a quick call to the school would get you the right answer.
