Falls Park is free to walk through! If you want to stop for food at their cafe, that'll cost you. But otherwise, it's a free public attraction.

Free to the public. Be careful thru because the rocks have sharp edges and some places around it have no fence.
The park and the Look out Tower are FREE. There are restrooms, gift shop, and an elevator in the building with the Tower. The double stroller will work great. If you let your little ones out, hang on to them as the water is CLOSE no matter where you sit.šš
The park itself is freewith great walking paths. If you plan on eating nearby I recommend walking (or driving) down Philips avenue and eating at one of the many fine local establishments. Falls park is also a great place for a picnic, as there are lots of green areas where you can spread out a picnic cloth. Just beware there are many waterfowl.
Sioux Falls Falls Park is free but I would advise that you pack a lunch or a small picnic because the surrounding restaurants and cafes are expensive but overall Sioux Falls is not that expensive but you should have any time you're traveling or going to such places and pack a lunch
The only things that cost money are the cafe and whatever you might want to buy in the gift shop. Even the overlook tower is free and there is an elevator so the strollers can go up it with you to thw observation deck! There are many paved sidewalks that will be good for strollers throughout the park.
