Are pets allowed outside?

I believe so as long as they're on a leash

I have seen dogs here on occasion. This is more a park/garden. Don't remember seeing a sign prohibiting pets. There are volunteer guards roaming around who will let you know. I do remember seeing a dog going up the news stairs to the lookout vy the Cloud Column though.
