Melvin, your answers are yes and yes. Anyone can have the VIN inspection completed in advance, even on a different day.
I purchased a new vehicle from a car dealer in atlantic new jersey and expect delivery next week my salesmen told me to take this vechicle do to the dmv inspection station to record the vehicle serial number and mail it pack asap. I have current insurance and a bill of sale. The dealer in new jersey is handling the registration fees and paperwork. Can i drive to the dmv inspection station with out a appointment and is the bill of sale acceptable.
VIN Inspections are quick. Just pull up your vehicle and present either your vehicle's title or current registration to the VIN Inspectors. Now, finding a parking spot on a Friday or Saturday at the DMV is another issue. That's why it's always recommended to come in at least 30 minutes early on any given appointment (i.e. doctor visits, job interviews, etc). You can check in late for your appointment by at least 15 minutes though.
