If you are buying the car from her and it is ten years old or older, you should make an appointment and get the car registered and titled at once. You can walk in and get a movement permit to drive in the meantime. If you just want a title, mail it in. It's a good idea to get a tracking number.
Don't know the answer but can give you advice on how to get someone on the line. When you call in start memorizing the sequence of numbers you press to get a live operator. When the system says "sorry all lines busy, please call back". Immediately hang up and do it all over. You repeat this until you are put into the queue. They only allow so many waiting calls on the line, the whole idea is that as you are calling, they are ending a call with someone else, therefore opening a line. Hope you get your answer . BTW this works with any place that you have to be put on hold to speak with somebody.
