Yes they do rent paddle boats and kayaks for the canal (but not for the river as far as I know). It's called Wheel Fun Rentals. The rental stand is located at 429 W Ohio St.
There's a little stand on the canal that rents them. I want to say they are on the side closer to the park. If you walk down the canal you'll see them.
