One Man's Opinion: Business Casual at minimum.
Here's a tip for any fine dining spot: dress well, and you'll get a better table and better service. Restaurants put their VIPs in the best sections, and VIPs do not like to be seated next to guests wearing football jerseys and flip-flops. If you look around an upscale establishment, you'll see people dressed in shorts at tables near the toilets. If you're dressed like a CEO, they'll seat you near CEOs.
Not jeans, but anything from business casual and up. I've even seen someone in a tux once.
This is an upscale restaurant that caters to a wide variety of clientele. We noticed every dress from casual to formal, but mostly business casual. Service was consistently high level with all classes of dress.

I would say business casual
Jeans are fine. Overall, diners wear upscale casual, but there's no dress code and servers won't get snooty if you show up in jeans and sneakers.
