Stores each have their own policy, being as most of them are designer clothing stores, I would guess not unless they are a seeing eye dog. As far as the rest of the common areas, I think they aren't allowed simply because the nearest spot of grass is not easily accessible from the center of the outlets and they are extremely well maintained and constructed to have pets around. The dog park is a good place for a dog.
What kind of question is this?? Are you planning to go shopping? Or you're taking your dog out? Where is common sense these days?
