Camping is allowed but you have to register at the state park office at the top of the tramway. Not sure about the buffet
I spent a month up there in the summer of 1982,when i was in the California Conservation Corps,building trails.. It was by far one of most wonderful experiences of my life..sleeping under the stars every night..the summit is an eleven mile hike(from the tram station and restaurant)..i stood at the top and every direction was a horizon.. Most awesome sight I'd ever seen.
Not sure about camping but had a great lunch at Peaks.
Peaks restaurant does not have all you can eat. You order from a menu The park has a camp site
Did not see a buffet..we split a great blue cheese burger and fries ...and drank Budweiser ...
