The windows face north and east
You can, but they aren't necessary. You do need to book your tram ride up the mountain though.
1 - they assign lots for parking 2 - 10 minute ride but the wait can be long 3 - wear Warm clothes and bring a jacket 4 - the views are fantastic and it can be romantic

No, there is no road up to the mountain top. You have to take the aerial tram
Camping is allowed but you have to register at the state park office at the top of the tramway. Not sure about the buffet
If you're coming down Highway 62 from Yucca Valley Morongo Valley you'll have to get on Highway 111 East towards Palm Springs. If you're on the I-10 heading east you can take Indian Canyon South towards Palm Springs then right on San Rafael takes you to the tram entrance.
