I've never seen cats there but yes I'm sure it is. There's plenty of room to roam and as long as your pet is leashed I don't see there being a problem... You might want to call the town of Munster to find out for sure
I'm not sure I'd take my cat. Not all dogs are raised with cats. The interest in them from the dogs may be too stressful for your cat. But that's just me. Also check with park rules it may not be allowed. It being called a dog park. It probably wouldn't be encouraged. But again that's me. I wouldn't want my cat put at risk
