ASPCA takes Kittens and Cats. They have a whole section a room dedicated to the care of cats. That would be a great place to check out!
Do you have to have an apppintment for dog shots? And what do yhe 2nd series cost on puppy?

You can surrender it to the spca! Please do so quickly.
Tulsa SPCA is best bet to talk to, you can buy formula and bottles though and feed the kitten till you find someone to take it. Just make sure you don't give it cold to the baby
Try your local veterinary offices. They might know of someone who can foster the baby. Good luck.
