They would probably reported to ASPCA or the Humane Society and have them go out and pick the dog up. I hope they do this.
I don't know but I don't think they would turn any animal away that's sad poor dog
Please contract the police department. In Kansas pets are considered property. Law enforcement must investigate the neglect situation before any action can transpire. I strongly suggest that you also document the neglect. Has a conversation been had with the owner? Are they having trouble caring for the dog? Do they need help? Sometimes a simple conversation goes a long way.
