You can issue her one for free because your inbthe same household. They've been looking at picturea at checkout lately, they've checked mine. Aboit 2 weeks ago the cashiee xhecked mone and told me to go get it redone because the ink on the card was wearing off. They also checked my daughters the same day. Maybe a new persone i dont know.

I believe you can have up to two cards per household. You would just need to go with her to Costco & the service desk will issue you a joint card with her. I would also advise you to have your own method of paying (cash, Visa, Costco gift card) when paying. I've seen them checking to see that the membership card matches the credit card. Obviously if you face cash or a gift card you're fine.
In order to shop there by herself, she'd need her own card, but you should be able to add her to your account.
Take proof of residence at your sister's house, and have your sister go with you to Costco. They will issue you your own card.
