After January 1st 2020 if You are a disabled veteran and your VA health card says you are then you can shop any military commissary.

To expand on this; you have to be either a Purple Heart recipient, POW, or have a Service Connected disability to use the Commissary. This took effect on 2020, January 1st.

Only active duty, their family members, retired military and their ID carrying family members. However, veterans can use AAFES.COM. I'm not sure how you prove it. But the web site probably explains how to do it.
