I would call the Philadelphia County Assistance office for this question and any other question pertaining to the rules & regulations regarding food stamp usage, eligiblity, and what food/nonfood items are off limits as far as paying with food stamps. They are the ultimate authority on this matter and the only one whose answer you can be sure is accurate.
I wouldn't no because I don't use food stamps for all the things or for cash
