Does this federal bank do what they say when they are giving grant money

Same thing happened to me..Robert foster from New York federal reserve bank.called me.i got $9000.00 as agrant.i have to send 800$ to release the fund.i got Steam card. Send to him..Then money never came he called I have to send card from CVS pharmacy Google play card for 1499.00$ .they will refund that money with the 9000.00 grant. I sed it .so far I send 3450$. Till yesterday. Now he is saying I need NOC. From Ohio to receive the fund for money coming out of state.i have to send 2200$ more they will refund that along grant by money gram. I stopped right here after givin 3450$...he called me 6 times today.i told him I don't want grant. Give my money back 3450$ he told me I have to pay to withdraw all my money.i need 1300$ to with draw my money I finally got mad with him. Told him you scammer.i will call police and FBI. To catch him.he says go ahead I am bank officer on finance department federal reserve..Can anybody help how can I get my money back..
