It's not NOT allowed, just seen as more "impolite" if anything. But some dogs are just more vocal than others.
Yes it's not a problem. As long as he's not aggressive and gets along with other dogs, it's fine. Just make sure to keep an eye out on him with other dogs because you don't know if the owner is paying attention at the moment or not.
